The Agency has the following duties and responsibilities:

  1. performs state policies on quality assurance in vocational education, higher and continuing education;
  2. develops, in accordance with the European standards in the field, and makes public its own methodology of evaluation and accreditation of the institutions providing professional training programs and their programs which shall be proposed to the Government for approval;
  3. formulates and reviews periodically, based on European and international best practices, the accreditation standards, national reference standards and performance indicators used in the evaluation and quality assurance in vocational education, higher and continuing education;
  4. evaluates, on a contract basis, institutions providing professional training programs and educational services, and their programs, in order to authorize provisional operation, accreditation and reaccreditation in vocational education, higher and continuing education;
  5. draws up the authorization procedure for provisional operation and accreditation of joint degree programs;
  6. elaborates and approves the Ranking Methodology of higher education institutions;
  7. performs, on a contractual basis, at the request of the Ministry of Education, the quality evaluation of some programs and institutions providing professional training programs in vocational education, higher and continuing education;
  8. ensures objectivity and validity of the results obtained in the process of external evaluation of institutions providing educational services and their programs;
  9. ensures transparency in the external evaluation process, including the publication of evaluation results;
  10. develops and publishes papers on the evaluation and accreditation of educational institutions, of institutions providing educational services and their programs;
  11. publishes manuals, methodological guidelines, synthesis papers of best practices in the field of evaluation and internal and external quality assurance;
  12. elaborates and approves the Agency’s Code of Professional Ethics, including expert evaluators;
  13. designates representatives in the Board of Ethics and Management;
  14. presents its annual activity report to the Government and publishes it on the official website of the Agency;
  15. regularly develops self-evaluation reports on the quality of its own activity for external evaluation by similar agencies in other countries;
  16. cooperates with similar agencies in other countries in order to develop and implement effective measures to improve the quality of professional training programs;
  17. undertakes the necessary steps to be registered in the European Quality Assurance Register for Higher Education in no more than 3 years from its establishment;
  18. makes the necessary arrangements to obtain membership in the European Network for Quality Assurance in VET - ENQA-VET;
  19. other duties provided by the legislation in force.

The Agency has the following rights:

  1. to involve expert evaluators in its field of activity;
  2. to draw up its own register of expert evaluators, on the basis of a transparent methodology and using the criteria of competence and competitiveness, which it trains methodologically and delegates them to perform external quality evaluation missions;
  3. to delegate expert evaluators in external quality evaluation missions;
  4. to check the compliance of the evaluation methodology applied by expert evaluators on completion of the evaluation mission;
  5. to have the right to unhindered access for its employees to the educational institution subject to evaluation during its deployment;
  6. to inform the evaluated institution and the Ministry of Education about the results of the external evaluation;
  7. to act under conditions of self-management and to determine the amount of labor remuneration of its employees and service providers, as required by law;
  8. to propose to the Government, based on the decision of the Governing Board, the fees for services rendered;
  9. other rights under the legislation in force.
