On the 13th of April 2016, the Government approved the Methodology of external quality evaluation for provisional authorization and accreditation of vocational education and training, higher education and lifelong learning study programs and institutions developed by ANACIP in accordance with the Code of Education. By implementing the methodology, ANACIP will contribute to the realization of the state policies in the area of ensuring the quality of educational services, and this fact will lead to the growth of the credibility of the national professional education on the international level and the training of qualified specialists in accordance with the European standards.

In order to ensure the functionality of Methodology, ANACIP developed 8 Guides for external quality evaluation to assess the study programs and vocational education and training, higher education and lifelong learning institutions. These guides will provide methodological support for elaborating self-assessment reports, and contain procedures for conducting the process and stages of external evaluation, outcomes of external evaluations and information on standards, criteria and evaluation indicators. The Guides will set, by means of the governing standards, the minimum required level for the authorization of temporary functioning and accreditation of the education institutions, and will also offer benchmarks for continuous improvement of educational services. The process of external evaluation of the study programs and educational institutions in Moldova was stopped in 2008, but it has recently been resumed with the involvement of quality assurance agencies from Romania, Estonia and Germany.

In today's conditions, the majority of vocational education and training, higher education and lifelong learning institutions as well as their study programs will be externally evaluated by the commissions formed by the evaluators registered in the register of evaluators of ANACIP or in the European Register of Quality Assurance in Higher Education. After analyzing the opinions and recommendations formulated by the evaluators, ANACIP will make proposals on the accreditation of study programs and educational institutions. The decisions will be proposed for approval by government decision.

The higher education institutions should initiate the procedure for external quality evaluation on accreditation starting with academic year 2016-2017. In order to obtain the authorization for provisional authorization, one can initiate the procedure of external quality evaluation immediately.

The external evaluation procedure of the authorization for provisional authorization and accreditation will take place in several stages. The initiative will come to ANACIP either from the educational institution or from the Ministry of Education. At the first stage, the institutions will elaborate self-evaluation reports and will submit them to ANACIP. Afterward, the Agency will appoint a commission of experts that will analyze the report, and will also study the quality of education within the institution. The final report of the external quality assessment will contain recommendations on temporary authorization or refusal of authorization, accreditation, conditional accreditation, suspension of the external evaluation procedure, or non-accreditation. The Governing Board of ANACIP will examine the report and will take the final decision that will be forwarded to the government to be approved.
